Imagine Malvern Town Centre changing into a true town centre with new parks, affordable housing, community spaces, and conveniences. A vibrant community, where you could live, raise your kids, entertain friends and family, shop, eat, and have fun. That’s exactly what premier development company Davpart is proposing for Malvern Town Centre – prioritizing the people who make this popular mall a vital part of their lives.
Parks and green space.
The 27.4-acre community site will be a pleasant environment that everyone will enjoy, with landscaping, tree plantings, and greenery. Four acres are dedicated to a central park, central plaza, play area, and trail that will double as an ice rink in the winter. All of this new green space will extend the current boundaries of McLevin Woods Park. As well, the new residential towers of Phase 1 will include a vertical green wall consisting of living plants.
No changes to the mall during Phase 1.
For a smooth transition into a beautiful, inclusive and complete community, the plan is to proceed slowly, in 10 phases over a period of years. In Phase 1, expected to last from 5 to 7 years, two new residential towers will be built in some of the parking areas of Malvern Town Centre. The mall itself and the Community Centre will remain exactly as they are, unchanged during construction, for at least three years.
Phase 2: New public park and retail.
Phase 2 is slated to start in about 7 years from now, and will require removal of half of the mall. In its place will be new urban squares and retail, and a new mixed-use building, as well as the new Malvern Park, created along the south of the existing McLevin Woods Park, which may include sport facilities, play structures, and seating areas. Taibu Community Centre, the mall food court, and the grocery store will be retained during this phase.
Phase 3: Park extension, new retail and urban squares.
Phase 3 is targeted to start in about 11 years from now, and entails the addition of a large extension to the public Malvern park, plus more urban squares, a new mixed-use building, and retail to replace the loss of retail at the mall. A new beautifully designed public road with designated bicycle and pedestrian paths will be introduced at the heart of the property. This will connect Neilson, Tapscott and McLevin Avenue, for easy transportation and connectivity. Taibu Community Centre, the mall food court, select food retailers, and the grocery store will be retained.
Phase 4: New Taibu Community Centre.
Currently targeted to start in about 15 years from now, Phase 4 includes another large extension to the public Malvern park, where the Taibu Community Centre is currently located. Taibu will have a chance to relocate to the base of one of the newly added residential tower blocks. Additional urban squares and retail will also be added at the street level, as well as a new mixed-use building. The mall food court, select retailers, and the grocery store will still be retained.
Phases 5 – 10: New urban squares, retail, and grocery store.
Phases 5-10, the final phases, are estimated to begin 15-25 years from now. Additional urban squares and retail, along with a new mixed-use building, will be added at the street level of the new mid-rise buildings, together with substantial indoor and outdoor amenities for residents and the neighbourhood. A number of 3-storey townhouses are also proposed to be located along McLevin Avenue. The mall food court, select retailers, and the grocery store will be removed during these phases, and a new grocery store will be added at the bottom of the one of the new building blocks.
The application process.
A combined application for an Official Plan and Zoning By-law amendment was submitted to the City of Toronto in June 2022. The Official Plan amendment seeks to establish a Master Plan for the community site, and the Zoning By-law amendment seeks to amend the existing zoning of the Phase 1 lands.
